In a number of cases, a 𝐧𝐨𝐧-𝐄𝐄𝐀 𝐰𝐨𝐫𝐤𝐞𝐫 𝐢𝐬 𝐞𝐱𝐞𝐦𝐩𝐭 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐥𝐚𝐛𝐨𝐫 𝐜𝐚𝐫𝐝 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭. This is the case, for example, for services provided by third-country nationals thanks to the "𝗩𝗮𝗻𝗱𝗲𝗿 𝗘𝗹𝘀𝘁 𝐞𝐱𝐞𝐦𝐩𝐭𝐢𝐨𝐧".
